  • Cinematograph License is valid for a period of 10 years from the date of issue unless it is revoked by the Competent Authority.
  • No other activities except cinematograph exhibition can be done in cinema halls.
  • The license for cinema is granted and regulated under the provisions of the Cinematograph Act, 1952 and the Delhi Cinematograph Rules, 2008.
  • The application for Cinematograph License should be made to the Joint Commissioner of Police, Licensing at First Floor, Police Station Defence Colony, New Delhi.
  • The application for Cinematograph License is made on Form-A as stipulated in the Delhi Cinematograph Rules, 2008 alongwith the following documents:- a) Site Plan. b) Two copies of Sanctioned Building plans. c) A copy of Occupancy/Completion certificate. d) Title of ownership. e) Court Fee Rs.5. f) Proof of identity of the applicant. g) GST registration certificate of the company. h) PAN Card of the company. i) Self attested copy of receipt of payment of prescribed fee @ Rs. 25,000/- per screen and Inspection fee Rs. 500/- per screen. (The fee is paid only by debit/credit card at the fee counter in Licensing Unit.)
  • NOCs/Reports of the following agencies are required:- • Delhi Fire Service • Electrical Inspector, GNCT of Delhi • Building Department(DDA/MCD/NDMC/DMRC) • Health Department • Local Police • Traffic Police • Fire Evacuation Plan duly vetted by Delhi Fire Service
  • Yes, as per Rule-4 of the Delhi Cinematograph Rules, 2008 a Provisional Certificate is required before construction of cinema building.
  • The following documents are required to obtain the Provisional Certificate:- a) Application Form-X b) Ownership documents/title of the land. c) Board Resolution of Company. d) Proof of identity of applicant e) GST registration certificate of company. f) PAN card of the company. c) Five sets of site plan and building plans indicating the details of the structure, location of the exits, gangways, toilets, foyers, booking windows, staircase, lift, projector, parking arrangements, etc. and showing surrounding roads and buildings in the site plan. These site plans are sent to the land owing agency who scrutinize it according to the Building Bylaws, Master Plan and Delhi Cinematograph Rules-2008. Reports from Local Police from Law & Order point of view and Traffic Police from Traffic Point of view are also obtained. After receiving these sanctioned site plans from the Land Owing Agency alongwith clearance of Delhi Fire Services and NOCs of local police and traffic police, Provisional Certificate is issued to the applicant by the Licensing Unit, Delhi Police and the same is published in leading daily to inform the public. This Provisional Certificate authorizes the applicant to start construction at the site.
  • An application under Rule 5 for renewal of license shall be made, at least six months prior to the date of expiry of the term of the license to the Joint Commissioner of Police, Licensing at First Floor, Police Station Defence Colony, New Delhi.
  • Following documents are required with Form-A: a) Application on Form-A (at least six months prior to the date of expiry) b) An affidavit worth Rs 10/- duly attested by Notary to the effect that no alterations have been made to the sanctioned building plans of the licensed place and that all the fire safety measures are in good working condition. c) Prescribed fee @ Rs. 25,000/- per screen and Inspection fee @ Rs. 500/- per screen. d) Site Plan. e) Two copies of Sanctioned Building plans. f) A copy of Occupancy/Completion certificate. g) Ownership Documents. h) Court Fee Rs.5. i) Attested copy of receipt for payment of fee. j) GST Registration k) Proof of identity of the applicant.

  • Yes, Casual Performance License for exhibition of films for a period not exceeding seven days is granted in respect of any place for exhibition of films as per Rule 3(2) of Delhi Cinematograph Rules-2008.
  • The following documents are required to obtain Casual Performance License for screening of films: a) Application for the grant of Casual license b) An Affidavit worth Rs.10/- duly attested by Notary. c) Booking letter /slip of the premises. d) Schedule and name of films to be shown. e) Censorship Certificates/Exemption Certificates issued by the Ministry of Information and Broadcasting, Govt. of India. f) Projector Fitness Certificate. g) NOC from Fire Deptt.{In case of the unlicensed premises.} h) NOC from Electric Deptt.{In case of the unlicensed premises.} i) MCD Show Tax Receipt.
  • You should apply for Temporary Permit to the Joint Commissioner of Police, Licensing at First Floor, Police Station Defence Colony, New Delhi. The Licensing Authority grants Temporary Permit under Rule 8 of Delhi Cinematograph Rules-2008. A Temporary Permit is granted for a period not exceeding two months at a time and in any case for not more than six months in all.
  • a) The joint inspection of the cinema is conducted along with Delhi Fire Service, Electrical Inspector, GNCT of Delhi, Building Department(DDA/MCD/NDMC/DMRC), Health Department, Local Police and Traffic Police before the grant of cinematograph license. b) The joint inspection of the cinema is conducted alongwith Delhi Fire Service, Electrical Inspector, GNCT of Delhi, Building Department (DDA/MCD/NDMC/DMRC), Health Department, Local Police and Traffic Police before renewal of the cinematograph license of the cinema. c) The joint inspection is carried out by the inspecting team which includes officers from Delhi Fire Service, Electrical Inspector, GNCT of Delhi, Building Department(DDA/MCD/NDMC/DMRC), Health Department, Local Police and Traffic Police, at least twice a year (Annual/Bi-annual).
